As with all in-play markets the over/under goals markets move as the game progresses and as goals are scored. The “Over” Goals markets will move steadily in an upwards direction until a goal is scored where it will plummet to reflect the probability of the market being settled and the “Under” Goals markets will behave exactly the opposite.
